Man, that sounds really fucked up. You can always just get a .... "safety copy".... of Cubase from the Net... But i wouldn't recommend using that on Vista, since Vista is well known to "phone home", if you know what i mean.

Maybe you can try shutting down your computer, then turning it on again and then tap F8
Then you can select to boot windows in safe mode, which should give you the ability to move that file into system32.
